DVSA Updates April 2025: What UK HGV Operators Need to Know
The DVSA has released important regulatory updates that will significantly impact UK HGV operators, especially those involved in international road transport. Effective from 21st April 2025, these changes introduce new driver record requirements, smart tachograph retrofits, and clarified legislation around drivers’ hours.

Key Changes Effective from 21st April 2025
Operators involved in international transport must take note of the following:
1. Driver Records Requirement
From 21st April 2025, you must:
Provide 56 days of driver records for international journeys (previously 28 days)
Retain and produce these records upon request from enforcement authorities
This adjustment reflects a broader push to harmonise international transport regulations.
2. AETR Rules for Non-EU Movements
Operators travelling between the UK and non-EU countries will now be required to:
Fully comply with AETR rules (European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport)
Ensure drivers are trained on the key differences between EU and AETR rules

Smart Tachograph 2: Retrofit Deadlines
The DVSA has confirmed upcoming deadlines for retrofitting Smart Tachograph Version 2 devices.
By 18th August 2025: Vehicles currently fitted with Smart Tachograph 1 must be upgraded.
By 1st July 2026: All vehicles with a Gross Vehicle Weight (GVW) between 2.5 and 3.5 tonnes used for international transport must be retrofitted.
This is a significant compliance requirement for operators of smaller commercial vehicles now covered under international transport legislation.

Additional DVSA Guidance Updates
Beyond the immediate rule changes, the DVSA has made several revisions to guidance documents to provide more clarity and align with post-Brexit regulatory frameworks:
1. New Definition of “Goods”
A formal definition of what constitutes "goods" for the purpose of drivers’ hours has been added, which will impact interpretation and enforcement.
2. Broadcasting Derogations
Updates clarify the application of derogations for the broadcasting sector and the boundaries of commercial carriage.
3. Revised Country Lists
There are updated lists of EU and non-EU countries relevant for international road transport rules.
4. Regulation Clarifications
Guidance now clearly outlines which drivers’ hours and working time regulations apply depending on journey type and country.
5. Terminology Updates
References to “EU law” in DVSA materials have now been replaced with “assimilated drivers’ hours rules”, reflecting the UK’s post-EU legal framework.
